Paulsen, Kind Introduce Craft Beverage Modernization and Tax Reform Act

Washington, D.C. – Congressmen Erik Paulsen (MN-03) and Ron Kind (WI-03) have introduced H.R. 747, the Craft Beverage Modernization and Tax Reform Act, to modernize the tax code and streamline regulations for producers of craft beverages, cider, wine, and distilled spirits. The legislation builds upon a similar bill introduced by the Congressmen last Congress and has the support of a number of related industry groups including the Brewers Association and the Beer Institute.

“Small brewers are increasingly playing an important role in cities and towns across Minnesota and the country thanks to a growing appreciation for craft beverages,” said Congressman Paulsen.“We should make sure these brewers aren’t burdened by out-of-date regulations and high excise taxes that make it difficult for them to grow their business and the local economy. This bipartisan initiative will allow these innovative businesses to expand, create American jobs, and continue fostering a sense of community.”

“The Wisconsin beer industry not only produces the best beer in the world, but it also creates jobs and grows the local economy in communities across central and western Wisconsin,” said Congressman Kind.“I am proud to introduce a bipartisan bill to help Wisconsin brewers - large and small, tap into new markets and create good-paying jobs here in Wisconsin.”

Along with providing needed tax relief for brewers, cider makers, vintners, and distillers, the Craft Beverage Modernization and Tax Reform Act also eliminates red tape and streamlines regulations by simplifying beer formulation approvals, simplifying beer recording keeping and inventory rules, and allowing for the transfer of beer in bond to breweries. In addition, the legislation would reduce administrative backlogs by ensuring proper funding for the Alcohol and Tobacco Tax and Trade Bureau (TTB).

Congressman Paulsen, a champion of small business and advocate of free enterprise, entrepreneurship, and innovation, serves on the House Ways and Means Committee, the bicameral Joint Economic Committee, and is co-chair of the Congressional Medical Technology Caucus.
